Our vision is to close the gaps in access, education, and resources for filmmakers who live outside of major industry hubs, empowering them to tell their unique stories and contribute meaningfully to the world of film and media. By fostering a more decentralized network of skilled creators, we believe in building a truly egalitarian industry—one where innovation and talent are not limited by geography. We’re committed to nurturing a future where opportunities are distributed more equitably, ensuring that every voice has the tools and support needed to thrive in an evolving entertainment landscape.
Why We Exist:
Rebuilding an Industry From the Ground Up
The film industry is at a critical juncture: industry-wide strikes have highlighted a growing discontent among creators, workers and audiences alike, as we grapple with shrinking job security, wage stagnation and fewer productions being green-lit. Emerging creators—especially those outside major markets—struggle with limited access to resources and mentorship, leaving countless voices unheard. Second Tier exists to address these gaps, champion new voices, expand career opportunities and help build a more resilient, sustainable, and inclusive film landscape.
Over 70% of film production resources are concentrated in just 5 major U.S. cities.
Only 18% of independent filmmakers receive the funding needed to complete their projects, leaving many voices unheard.
More than 50% of audiences say they want to see stories from new, underrepresented voices.
How We're Shaping Tomorrow
At Second Tier, our approach to change is multi-faceted and driven by a commitment to empower creators in underserved regions. We focus on three key strategies:
Supporting Creators in Underserved Regions:
We prioritize outreach and support for filmmakers and media professionals located outside major film markets. By connecting them with essential resources, mentorship opportunities, and industry networks, we aim to bridge the gap in access that many emerging creators face.
Developing Training Programs:
Our tailored training programs are designed to equip aspiring filmmakers with the skills and knowledge necessary to thrive in a competitive industry. From hands-on workshops to online courses covering everything from technical skills to navigating the business side of film, we ensure that creators are prepared for every aspect of their craft.
Advocating for Distributed Media Production:
We actively advocate for a more decentralized approach to media production, promoting policies and practices that encourage the growth of local film industries across the country. By fostering collaboration between regional creators and industry stakeholders, we aim to create a more equitable landscape that recognizes and nurtures talent from all corners of the nation.
Expanding Our Reach
At Second Tier, we are dedicated to transforming the film and media landscape by expanding our support to ten second-tier cities over the next ten years. Our goal is to empower creators in these regions, providing them with the resources, training, and opportunities they need to thrive. The cities we aim to expand to include:
